2006 Push to Reform Bosnia’s Constitution Fails to Deliver Lasting Change

In April 2006, a major U.S.-led effort attempted to reform Bosnia's post-war constitution, aiming to modernize a framework initially established by the 1995 Dayton peace agreement. The initiative followed a decade of peacebuilding and security stabilization, most notably under Paddy Ashdown’s leadership as High Representative. By then, the limitations of Dayton's institutional architecture had become glaringly obvious, obstructing Bosnia's functionality as a unified state and stalling its progre
